A headless SwiftShader run showed a 926 ms first frame on the military probe,
which no wall-clock budget can accept: the 1 s idle refresh may already have
run inside it. Raise moveEnd and wait one frame before each attempt so the
settle frame is measured against a pass that just ran, and treat a timeout
(never a wrong angle) as inconclusive with one more attempt. Document why the
per-phase budget stays at half the refresh interval.

Address gekh's review of 69a87fe2:
- P1: /api/overpass now uses admitSameSiteKeyless, like /api/terrain/heights,
so an instance behind the README's reverse proxy keeps its Overpass-backed
layers; cross-site shapes are still refused and forwarding headers no
longer launder them. SECURITY.md, the gate header and CURRENT-STATE say so.
- P2: admission keys IPv6 peers by /64 and folds IPv4-mapped peers
(clientNetworkKey), and loopback has its own 300/min window outside the
900/min global, so a few LAN peers cannot lock the owner's browser out.
- P2 (track): the settle and reveal frames each get their own 500 ms budget,
measured from moveEnd and from the settle frame respectively, so a ~300 ms
SwiftShader frame no longer trips the reveal deadline while both stay
inside the 1 s idle refresh.
- Smaller: drop the dead settings-block check and stale probe comment in
query.js, clamp whitespace-tolerant [ timeout : N ], and add tests for the
global window, the /64 keying, loopback headroom, proxied admission and
cache hits spending admission but not upstream budget.

Merge origin/main and retain both format-scope additions.
Give StarrySky a separate black environment cube map and release it on destroy.
Guard anime updates when StarrySky is absent, require a visible Normal sky
before anime QA, and compare a lit airplane against black and white controls.
Document the sky background contract and its verification.

Preserve Chinese unit casing and spacing in the HUD and cockpit, localize FIRMS cache ages, CCTV health and radio counts, and keep imagery resolution and route modes readable. Add regression coverage for localized output and unchanged English.

- Translate the remaining 910 strings and review the whole catalog (meaning,
terms, punctuation, label length) against the screens.
- Register zh-CN: any zh tag maps to it except Traditional ones (Hant, TW,
HK, MO), which keep English until a Traditional catalog ships.
- Hemisphere letters get their own context so the HUD sector line reads
21.33N, not a compass word; the Bhote Koshi imagery dates follow
year-first languages (2021年10月16日).
- cjk.css: tight tracking for Chinese text and a 9px floor on the dock voice
labels and layer buttons; Latin HUD readouts keep their look.
- docs/translations/zh-CN.md: style, plurals and glossary.

The Simplified Chinese localization by EDIT-Aeterna (#979), converted to the
English-keyed catalog: 823 more entries for UI text that #914 did not cover.
The Simplified Chinese locale by abiyeenzo (#914), converted from its

English still matches the current UI.
When the model upstream fails, the wind proxy keeps serving its last
run, however old, with manifest.stale set. The wind layer shows that,
but get_wind ignored it and gave the old run's wind as current.
get_wind now returns stale and adds "(forecast may be stale)" to its
summary, the way get_weather and the space tools flag stale data.
