- Translate the remaining 1,895 strings for the current UI (Bhote Koshi
event, weather, imagery, street level, directions, SDR, voice, scenes,
import) and review meirm's 832 entries from #312: 134 edited for
Ukrainian HUD terms (КУРС/ПЕЛ./ШЛЯХ/ПРИЗН., Л/П, ОНЛАЙН for LIVE,
Cyrillic units КМ, ВУЗ, ФТ, МВт), vessel types, number agreement and
the ʼ apostrophe throughout.
- Register uk: catalog, LOCALES, LOCALE_NAMES (Українська), package
boundaries, same-as-English codes; picker and plural tests cover the
four Ukrainian forms.
- docs/translations/uk.md: style, plurals, units and glossary.

Knip, configured with the application, package exports, scripts, QA
harnesses, workers, tools and tests as entry points, reports exports
that no module imports. Each was checked by hand against string-based
and namespace imports.
- Symbols that are still used inside their own module lose only the
`export` keyword (176 constants and helpers).
- Unused re-exports are removed from barrel modules (flight, military,
vessel, CCTV, directions, transit history, local ADS-B and street-level
policy modules).
- Declarations that nothing uses at all are deleted, among them
AIS_WATCHDOG_STATUSES, applyFilter, isRadioCountryCode, compactText,
DENSITY_STOPS, the unused CCTV endpoint constants, and the SDR band
constants.
- Default exports that nothing imports are removed. The ones in
src/data/earthquakes.js, src/data/telegeographySubmarineCables.js,
src/data/wind.js and src/data/bhoteKoshiLocator.js each constructed a
layer instance at import time that nothing used; those instances are
no longer created.
Every export of a package.json entry stays, as does TOMTOM_CREDIT,
which the traffic layer reads from the credits namespace it is given.
- Translate the remaining 910 strings and review the whole catalog (meaning,
terms, punctuation, label length) against the screens.
- Register zh-CN: any zh tag maps to it except Traditional ones (Hant, TW,
HK, MO), which keep English until a Traditional catalog ships.
- Hemisphere letters get their own context so the HUD sector line reads
21.33N, not a compass word; the Bhote Koshi imagery dates follow
year-first languages (2021年10月16日).
- cjk.css: tight tracking for Chinese text and a 9px floor on the dock voice
labels and layer buttons; Latin HUD readouts keep their look.
- docs/translations/zh-CN.md: style, plurals and glossary.

- i18n scanner: lastError sink, no false sinks on defaults and ternaries
- shared src/i18n/marker.js for modules that only mark strings
- wind field messages move to wind/fields.js; CITY_POIS imports from cityPois.js
- drop review IDs, change history and stale references from comments and docs

Fixes the P1 and the confirmed P2 findings of the final review of the
i18n branch.
- CI: the air-quality model no longer imports i18n (portable module),
so check:boundaries passes again.
- Air quality layer: named in the layer panel, HUD and voice; its
Weather card, bands and errors translate. A test keeps the layer-name
table in step with the layer registry.
- Layer statuses that still reached ru/es in English: GNSS, CelesTrak,
Transit loading and feed errors, launches, perimeters, ALPR, ECCC,
wind "field unavailable", Local ADS-B streaming lines.
- Voice and HUD: preset ids show city names ("Fly to San Francisco"),
the HUD city translates, cockpit refusals cover frame, aircraft and
satellite; empty Transit notes translate on the analyst card.
- tn() keeps a caller's formatted count ("12,345 map objects").
- Cyber HUD: the language button no longer covers the bottom-right
card or the cockpit position readout.
- CCTV buttons wrap only in non-English locales; English layout matches
main again.
- Switching language asks first when Provider Settings holds unsaved
keys.
Catalogs: es/ru 2611 messages each, complete.

Fixes the 51 P0–P2 findings from the full review of the i18n branch and
the issues found while checking every new string on screen in ru and es.
- Translate errors and statuses that still reached ru/es in English:
feed and tile errors, provider statuses, the ALPR chip, the traffic
mode chip, voice plan step labels, fire feed values, receiver bands,
scene save reasons and the Cesium attribution link.
- Show preset city names in the UI language (src/ui/placeNames.js);
data and everything sent to the model stay English.
- Share layer names between the layer panel, HUD and voice card
(src/ui/layerNames.js).
- Keep long ru/es strings whole: voice card error lines, analyst
titles, the voice tier status, the Nepal evidence button, the ALPR
retry chip. English layout is unchanged.
- Ask before a language switch drops unsaved work.
- Catalog fixes: glossary terms (пуск, пресет), gender agreement and
consistent "peticiones" in es, fewer calques in both languages.
- Fix English text that was itself wrong (e.g. "Exit cockpit to fly to
a weather", raw tool ids in voice plan steps).
Catalogs: es/ru 2535 messages each, complete.

Two other models reviewed the ru and es review PDFs. What held up:
- Directions: Russian reads "держитесь левее" at a fork and "займите
левую полосу" for a lane, Spanish "toma el carril izquierdo". Forks and
lanes get their own direction words; English is unchanged.
- Weather timestamps read "13.10 19:04 UTC" / "13/10 19:04 UTC" instead
of "10-13", which read as a range. English keeps "10-13".
- Cockpit coordinates write the hemisphere out in Russian ("30,312° с.
ш."): a lone «С» after a degree sign read as Celsius.
- A layer whose source joins several providers shows each name in the UI
language ("Mapillary · Google Просмотр улиц").
- Vessel speed uses the locale's decimal separator.
- Layer names no longer hyphenate into two-letter pieces ("es-paciales").
- Catalog: wrong meanings (cyclone centre, STREAMING, credited source,
"DE OÍDAS"), calques ("Пацифика", "Активная погода", "Прочитать вид",
"referrer", worker), Russian "щёлкните по …", shorter Spanish labels
that were cut (voice status, PREAJUSTES, search placeholder) and one
term per concept.

- Satellite class in analyst records and voice payloads stays English
("STATION", "COMMS"), so voice filters on the class work in every
language; cards and the legend still show the translated label.
- Layer source names (OSM routing, ALPR sources) stay English in layer
state; the layer row translates them.
- New translateKnown(): catalog text when there is an entry, the given text
otherwise, with no warning. The layer row uses it for loading labels and
errors, Recent Imagery for its notices.
- Mark the remaining Recent Imagery and wind messages.

From the English-parity and breakage review against main:
- English wording back to main: "Configured Source", the "SHARED SUBJECT"
fallback, CCTV calibration "RANGE 120m".
- Voice header and CCTV calibration chip/select tweaks for long labels now
apply to non-English only (html:not([lang='en'])); English matches main.
The scene select font change is scoped the same way.
- New scenes and shots store their default title in English ("Scene 3",
"Shot 2") and translate it when shown, so a title captured in one language
does not leak into projects, storage or shared JSON.
- Choosing a language with storage blocked keeps it in ?lang instead of
silently doing nothing.
- One picked import file shows its name again.
- qa-l9-matrix reads the voice state from data-status, not the label.

A review of the Russian UI screenshots found ~90 places where longer words
broke the layout or text was still English. Fixed so they hold for any
language, then shortened where a control is short by design.
- Layout: label columns that size to their text (weather and wind settings,
Recent Imagery slots and opacity, style sliders, display panel), layer
list names and icons, buttons that wrap instead of overflowing (CCTV,
scenes, Bhote Koshi), voice header that always shows the cost, styled
EN | ES | RU chips, voice error tray above the dock.
- t() context: t('CLEAR', { context: 'action' }) is «СБРОСИТЬ» while the sky
stays «ЯСНО»; also used for radio categories, voice states and directions.
- Units and dates follow the locale through src/ui/unitLabels.js
(formatQuantity: localized number, translated unit, non-breaking space):
wind, pressure, cyclones, directions, CCTV, SDR gain, scene timing, flight
tooltip, Recent Imagery dates and resolution.
- Newly translated: directions turn-by-turn steps (built from the maneuver;
English matches the server word for word), HUD mode and summary, voice
card states, radio categories on the globe, CCTV status, layer source
lines, scene dialogs (Cancel, file pickers), Bhote Koshi statuses, titles,
comparison dates and caveat, Recent Imagery notices. Stored data and text
for AI tools stay English.
- es and ru: 1,885 messages each.

Register es next to ru (selector shows EN | ES | RU) and complete the
catalog against the current English: the 13 messages added since #602,
the "many" plural form Intl.PluralRules('es') selects for exact millions,
and fixes where the English had changed (e.g. "hace hace" in LIVE ·
updated, minutes written as metres). Terminology made consistent (buque,
aeronave, incendio activo); key names stay in English. Meir's wording is
kept everywhere else. Adds docs/translations/es.md.

Replace the semantic keys with the English source text, so code reads as the
UI does and English needs no catalog: t('Save keys'), tn(count, one, other)
for plurals, msg() for text stored in data, and bare data-i18n* markup that
translates the element's own English. Other languages are one flat JSON each.
- Simplify src/i18n: drop namespaces, the configurable locale pair
(GEV_DEFAULT_LOCALE / GEV_SECONDARY_LOCALE) and its build defines. Locale
comes from ?lang=, the stored choice, then browser languages.
- Add scripts/i18n.mjs (npm run i18n): extracts every message from t/tn/msg
and markup, and fails on missing, unused, placeholder-mismatched or
wrongly-shaped plural entries. npm test runs it via catalog.test.mjs.
- Add Russian (src/i18n/locales/ru.json, 833 messages), started from the
community catalog in #312 and reviewed against the current English.
- Fix data-i18n placed on parents that would wipe their children (cockpit
LEVEL and local weather cells, first-run EXPLORE MANUALLY tile), and a
doubled degree sign in the TRACK ACQUIRED signal.
- Rewrite docs/TRANSLATORS.md for the new workflow; drop sections the earlier
merge resurrected in docs/CURRENT-STATE.md.

Add the i18n foundation: src/i18n/locale.js (locale resolution with a
configurable GEV_DEFAULT_LOCALE / GEV_SECONDARY_LOCALE pair, guarded
preference storage, one-shot ?lang= override, <html lang>/<html dir>
metadata) and src/i18n/index.js (catalog registry, t(), Intl formatters,
applyDocumentTranslations, persistLocaleAndReload).
English is the only shipped locale in this PR: the four en catalogs
(shell/cockpit/layers/setup) are the reference and the always-shipped
fallback, the built-in pair degenerates to en-only, and English output
is byte-identical to the strings these replace.
Parity gates land with the core (catalog key/placeholder/plural-shape
parity, markup coverage of every data-i18n* attribute, repair-pass
anchors pinning en byte-identity); additional locales ship as stacked
follow-up PRs through the recipe in docs/TRANSLATORS.md.
Rebased onto current main: the client defines live in build/vite.js /
server/standalone/vite.config.js as before.
