fix: link TomTom key setup to /keys and terms to docs.tomtom.com

Address review feedback on #903: the DATA_SOURCES terms link now points
at the actual terms page instead of a sign-in page, key-creation links
go straight to my.tomtom.com/keys, and the README table row is realigned.
