docs: list the Catalonia pack under Unreleased and in the README
The changelog entry sat below the 0.2.0/0.2.1 release headings after those were cut; move it to [Unreleased] beside the Norway pack. Name Catalonia in the README's CCTV Mesh row the way the other packs are listed. Co-Authored-By: Claude Opus 5.5 <[email protected]>
