feat(ui): right rail as vertical tabs with sideways labels

Replace the right rail's collapsed launcher cards with a vertical tab
strip: one sideways tab per panel, the open panel beside it, at most one
panel open in every HUD layout. The panels' collapsed classes stay the
source of truth; the strip mirrors them and routes every change through
setPanelCollapsed, so persistence and share links are unchanged. Phones
keep the sheet shell.

Five presentations, picked with data-rail-tabs on the rail: cards-down
(default), cards-up, spine, icons and minimal.

The one-owner rule, previously Cyber-only, now applies to every desktop
layout, so the right rail's Tactical auto-collapse retry path is dead and
removed. Escape inside a panel returns focus to the panel's tab.

/* ── Right rail as vertical tabs ───────────────────────────────────────────
A sideways tab strip (rightRailTabs.js) hugs the rail's right edge and the
open panel sits beside it. Panels keep their `collapsed` state; the rail's
exclusive layout (rightPanelRail.js) hides the collapsed ones, so the strip
is the only launcher. Phones keep the sheet shell (mobile-shell.css).
`data-rail-tabs` on the rail picks a presentation:
cards-down one glass card per tab, labels read top to bottom (default)
cards-up the same cards, labels read bottom to top
spine one continuous bar with an accent edge on the open tab
icons upright icon above a sideways label
minimal bare labels with an accent bar, like the HUD edge text
The attribute arrives with the strip (rightRailTabs.js), so a rail without
it keeps its legacy geometry; the selectors carry it so they outrank the
Cyber rail rules that follow this sheet. */
