docs(cctv): add the WSDOT pack to CHANGELOG, CURRENT-STATE and README
CONTRIBUTING requires runtime-behavior changes to update docs/CURRENT-STATE.md and CHANGELOG.md in the same PR. The README and CURRENT-STATE table diffs are column realignment from the widened source cell.
