Merge pull request #1298 from bilawalsidhu/german/hal-643-zh-cn
i18n: Simplified Chinese (zh-CN) Add a complete Simplified Chinese translation and language picker support. Improve Chinese typography, date formatting, and localized readouts. Include translation guidelines and regression tests. Based on translations by abiyeenzo (#914) and EDIT-Aeterna (#979).
