Sameh Khamis 6cb01ff975 feat(ui): render the language picker as a Vue component
LocalePicker renders the existing picker model with the same markup and
listbox behaviour; ProviderSettingsView shows it while the shell publishes
the active language and its choice handler to the gev-locale store. A host
passing localePicker: false publishes nothing. A choice reaches the shell
after the list is closed on screen, and every opening keeps the active
option in view.

/**
* Interface language picker: a HUD button in the bottom-right corner that
* opens a listbox of the shipped languages.
*
* The logic is pure and DOM-free; the LocalePicker view renders it. The
* shell decides what a choice does (confirm, reload).
*
* The list follows the ARIA listbox pattern: the button opens it, focus moves
* into the list (or into the search field, which is a combobox, once there are
* more than LOCALE_SEARCH_THRESHOLD languages), and aria-activedescendant
* marks the active option.
