daikaginza 1d409adf91 Merge upstream/main into feat/changelog-fragments ...

One add/add conflict, in scripts/format-scope.json: upstream's twelve new
entries and this branch's two. Both kept — 866 entries on main, 868 here,
none dropped.

Gates on the result: npm test 5397 passing, build, test:track 109/109,
changelog:check, format:check, check:boundaries, layer-token:check.
