German KhokhlovandClaude Opus 5.5 fbbc4cda5c refactor(ui): remove floating, resizable rail panels
PR #768 bundled a portable-panel windowing system with the Street Level
layer. Remove it so CCTV and Street Level are ordinary docked right-rail
panels again, as on main before the merge.

Removed:
- header drag to float, 8-way edge/corner resize, double-press snap-back,
dockOnCollapse, command-dock clearance, float hint toast, floating z floor,
persisted floating geometry and ResizeObserver re-clamping
(panelPositionControls.js restored to its pre-#768 version)
- src/ui/panelResize.js and its tests, panelDock.test.mjs
- onPanelResized/dockPanel wiring in PanelChrome, the application shell and
  StreetLevelControls (EXPAND/SHRINK no longer docks)
- :not(.panel-floating) guards and .panel-floating/.panel-portable/resize CSS
- qa:panel-resize, qa-panel-resize.mjs, qa-panelDrag.mjs, their tests, the
CI "Portable panel gate" step, QA_FAIL_ON_RETRY, and the Street Level
  gate's float/resize/dock steps
- floating-panel docs in README, CHANGELOG, CURRENT-STATE, KNOWN-ISSUES

Kept: the Street Level panel as a docked rail panel (share/cockpit/rail
lists, layout controller, rail and Cyber CSS, EXPAND viewer), and the
independent right-rail alignment fix (settledLeftRailTop, 9dde7b4).

Said TurkseverandClaude Opus 5.5 4ea6631425 docs(street-level): shorten docs and comments before merge
Trim the doc text this PR adds (README, CHANGELOG, CURRENT-STATE,
KNOWN-ISSUES, SECURITY, DATA_SOURCES, .env.example, the CI job comment),
drop code comments that restate the code, cut design-note JSDoc to a line
or two, and drop review tags from test names. Comments only; no code
changes.

Also: README key count (seven keys, two metered), CURRENT-STATE's gate
paragraph (CI runs a production build with a dummy token), the stacked
doc above meshBoxInRange and the orphaned inMeshRange line in
coverage.js, and a duplicate ALPR row in DATA_SOURCES that a merge had
brought back.

Said TurkseverandClaude Opus 5.5 9dde7b4a62 fix(ui): align the right rail to where the left rail settles
The right rail took its top from the left stack's bounding rect while the
left stack's `top` was still transitioning (150 ms): the left layout sets
its target and calls onAligned() synchronously, the right pass runs a
frame later mid-transition, and nothing re-ran it when the transition
ended. The rail then sat ~32 px off and jumped on the next unrelated
relayout - under the pointer in CI's panel gates, which is why a header
press missed on every run.

settledLeftRailTop() reads the end value of a running `top` transition
(falling back to dataset.safeTopPct, then the rect). A settled stack is
read from its rect as before, which keeps Cyber's CSS top override (and
cockpit's transition: none) exactly as they were. The Cyber test's
pinned pattern follows the new helper.

Said TurkseverandClaude Opus 5.5 768f256720 Merge pr/panel-resize into pr/mapillary-layer
Bring in portable, resizable rail panels. The Street Level rail rules get
the same :not(.panel-floating) guard as CCTV's so the panel can float too.

513dc87a0e feat(hud): Cyber HUD theme with GPU contact sonar (#706)
Add the opt-in Cyber HUD layout with coordinated map and cockpit panel
styling, GPU-only contact sonar (rings, range, power, opacity, sector) with
native-rendering fallback, and set_cyber_sonar voice controls. Sonar visual
style inspired by kk376's tactical naval sonar (#214).

Said TurkseverandClaude Fable 5.1 335b4b08a2 test(ui): cover rail exclusion and add the panel-resize QA harness
The right-rail test now proves a .panel-floating panel is neither
measured, allocated nor auto-collapsed while its docked sibling still is.
scripts/qa-panel-resize.mjs drives the CCTV panel in a real browser:
lift-out by header drag, all eight handles with the opposite edge pinned,
minimum size, reload restore and double-click snap-back. Its pure helpers
sit behind a main guard so src/tooling/panelResizeQa.test.mjs can check
them without a browser. Run it with `npm run qa:panel-resize`.

Said TurkseverandClaude Fable 5.1 96a1e710ea feat(ui): portable, resizable rail panels for CCTV
A drag spec can now be `portable`: dragging the panel by its header lifts
it out of the right rail into a fixed window, resizable from all four
edges and corners, that remembers its place and size under the existing
godsEyeView.v8.panelPos.<id> key ({ left, top, width?, height?, floating })
and snaps back on a header double-click. Only CCTV opts in here; the rail
skips .panel-floating panels when measuring and allocating, and its
placement rules in layers.css are guarded so no !important is needed.
PanelPositionControls gains an optional onPanelResized hook, threaded
through PanelChrome to a no-op on the application shell.

Bilawal Sidhuandmanjunath22466 082074a006 feat(layers): Recent Imagery — open satellite imagery for a selected box (#716)
Select a box on the world and browse the last 30 days of open satellite imagery over it, keyless: NASA GIBS Harmonized Landsat Sentinel-2 (30 m) and the VIIRS daily overview (250 m), with a day strip, IMAGE / VS BASEMAP / A / B modes with a swipe divider, PNG export and share links. The before/after swipe from the Nepal scene moves into shared modules so both use it.

0251c74109 feat(weather): add globe wind, observed weather and cyclone context (#617)
Wind (NOAA GFS and ECMWF IFS: animated particles, colour field, a reading at map centre), observed weather (NOAA MRMS radar, GOES and NESDIS infrared clouds, lightning density) on one shared history timeline, NHC and CPHC cyclone advisories with tracks and cones, and a WEATHER panel in the right rail. On 3D Tiles the observed products render as raised shells with a sharper window around the view.

Bilawal Sidhu f01b6a5d84 fix(ui): stop panel glows from adding scrollbars to the narrow-screen rails (#699)
At 720px and below both panel stacks scroll vertically, so each panel's absolutely positioned glow (negative inset) became scrollable overflow on both axes and drew a horizontal scrollbar band plus a spurious vertical scrollbar whenever CCTV, Context, Data Layers or Scenes was expanded. Pin the glow to its panel box in the narrow-screen block and add a stylesheet test that checks every 720px media block.
