Sameh Khamis 6bdedd8523 fix(drone-airspace): refuse empty or incompletely paged FAA snapshots 
An upstream answer whose zones all fail validation normalized to an empty
list, and paging that stopped at the page limit while the service still
flagged more records was accepted as complete. Both were cached as a fresh
snapshot for an hour and replaced the last good one. Treat them as failed
refreshes so stale-on-error keeps serving the previous snapshot.

Matt Van Horn 4c2159a70a Merge upstream/main into fix/drone-airspace 
Move the share-link token to 6 (3 is gnss-integrity), build altitude
ranges from LOWER/UPPER VAL, UOM and CODE, mark card and legend strings
for translation, rename the layer to Prohibited & Restricted Airspace,
move the changelog entry to changelog.d, and keep the layer voice-off
while the Realtime prompt is at its budget.

Matt Van Horn ffb332472d feat(layers): add FAA drone restrictions airspace layer 
Show US prohibited and restricted special-use airspace from the keyless
FAA SUA FeatureServer as an off-by-default Infrastructure layer, with
share-link token 3 and an informational-only disclaimer.
