fix(osm): stop using public Overpass by default (#648) (#742)

Traffic roads come from OpenFreeMap vector tiles, or TomTom flow tiles with a
key (Hybrid by default). Military areas use OpenFreeMap polygons with a bundled
worldwide name index; wide views show named points. ALPR reads an hourly
OpenStreetMap extract. Cockpit place context and country, state and US county
outlines use bundled Natural Earth and US Census data. Overpass is used only
when an operator configures their own endpoint.

Also: camera arrivals no longer land below ground, keyless terrain retries on
429, bounded relation geometry for configured Overpass, one shared
OpenStreetMap credit, and separate tile and API transports for embedders.

+`polygons` is a list of parts, largest first, each `[outer, ...holes]`; every
+ring is open and stored as integers in units of 10^-4 degrees, the first
+vertex absolute and each later one as a `[dLon, dLat]` delta.

+**Curation:**
+
+- Shapefile rings are grouped into parts (clockwise outers) and holes
+  (counter-clockwise rings, assigned to the outer that contains them), so an
+  independent city inside a county (Fairfax city in Fairfax County) is a hole.
+- Douglas-Peucker per ring at 0.003 × √(county area in km²) km, clamped to
+  0.0005°–0.01° (Travis County ≈ 0.0014°); coordinates rounded to 4 decimals.
+- Parts under 1 km² or under 0.1% of the county's largest part are dropped;
+  holes under 1 km² are dropped. Outers are counter-clockwise, holes
+  clockwise.
+- Result: 1,541,464 bytes (533,326 with gzip -9); 3,524 parts, 18 holes,
+  139,904 vertices.
