feat(search): Nominatim as the last-resort geocoder (#573)
Supersedes #350 by @sendmebits, ported onto the current component layout with fixes from review. Verified before merge: format, package boundaries, unit suite, build, and the browser tracking suite; a browser harness for the change where one applies; adversarial review applied. // THE LAST-RESORT PLACE SEARCH ROUTE — what it is allowed to send upstream.
//
// The public instance permits one request per second. One request per second
// and an unbounded queue are incompatible: a burst of searches would keep the
// upstream busy long after everyone who asked has given up. These cases pin the
// queue bound, the shared answer for identical searches, the cancellation path,
// and the chain order that only reaches here when nothing else answered.
