i18n: add Traditional Chinese (zh-TW)

Browse Source 
Add a complete Taiwan Traditional Chinese catalog, locale selection,
Chinese readout formatting, translation notes and regression coverage.
Seed translations from #724 and #652 and adapt the zh-CN catalog.
