docs(cctv): add the King County pack to CHANGELOG, CURRENT-STATE, README and .env.example

Browse Source 
CONTRIBUTING requires runtime-behavior changes to update docs/CURRENT-STATE.md
and CHANGELOG.md in the same PR, and new env controls belong in .env.example
with the other CCTV pack controls. The README and CURRENT-STATE table diffs
are column realignment from the widened source cell.
