shared `area` argument (place name, bounding box, or point and radius) and cap

lists at 25 rows by default. `aircraft_in_area` and `vessels_in_area` can also
count every match by a field (`group_by`: airline, read from the ICAO
designator in the callsign, or operator, country or type for aircraft; type or
destination for ships; the ten largest groups, then other and unknown counts;
the summary says when a feed reports none of the field) and summarize airborne
altitude and speed (`stats`: count, min, median, mean, max).
Both cover all matches, not just the rows returned; voice leaves these two
tools out, so they reach MCP clients only. Voice offers the same queries next to its app
actions: the session lists them, and the browser runs them through the same
catalog, loaded on first use. See [tools and the MCP server](TOOLS.md).

panel, and honors keyboard focus on the right. Mobile layout still releases
desktop allocation styles. Stable Display allocation avoids unnecessary style
writes. This extraction does not change panel positions or layout defaults.
Context expansion through the panel owner or adaptive right-rail restoration
closes an open compact Radio disclosure before Context/Space Missions becomes
visible. The mini remains available while Context is collapsed. This fixes the
Radio-overlap path reported in #804 without changing z-index or layout policy.
The right rail skips panels hidden by other CSS (computed `display: none`), but
keeps the collapsed panels its own exclusive presentation hides, so automatic
collapse can still be undone.

## Terrain height cache bound
The `/api/terrain/heights` route refuses cross-site browser requests before
rate limiting, cache access or upstream work: a `Sec-Fetch-Site` other than
`same-origin`/`none` (an `<img>` on another page), or a foreign or opaque
`Origin`, gets `403`. The per-client limiter keys on the socket address, which
for such a request is the visitor's own browser, so without the gate any page
could spend the visitor's 90/min quota and leave the app's own lookups on
`429`. Unlike the cost-bearing routes, the terrain gate does not refuse
reverse-proxy forwarding headers: terrain is keyless and needed for rendering,
and a `403` there would send every chunk to the geoid fallback for an instance
served behind the documented reverse proxy. Same-origin app requests,
non-browser local callers and proxied same-origin requests keep working.
The terrain proxy parser rejects finite longitudes outside [-180, 180] and
latitudes outside [-90, 90] for every client before upstream resolution. One
out-of-range point rejects the whole batch; inclusive WGS84 bounds remain valid.
